Mission 2: The Papers That Could Create a Country 

Cassidy lands in Quebec City in the middle of the 1864 Quebec Conference — and accidentally ends up holding papers that could help shape a country. Students become his secret research team, investigating why Confederation was being considered, what different colonies and delegates wanted, and how representation, defence, regional interests, and political power were being negotiated.  

Through maps, timelines, primary sources, delegate perspectives, and the Quebec Resolutions, students uncover an important idea: Canada did not simply appear — it was deliberately designed, debated, and negotiated. Their final mission is to help Cass understand the papers well enough to return them without changing history.
